In May 1997, the Friends of Clayoquot Sound-Forest Watch provided written review comments to International Forest Products Ltd., Westcoast Division on its Catface Planning Area forest development plan for Tree Farm Licence 54. They expressed concern that a proposed road was located within a 50-metre riparian reserve zone required by the Clayoquot Sound Scientific Panel Recommendations and identified in the forest development plan for Pineetle Creek. Encroachment by roads in riparian areas is generally discouraged by both the Forest Practices Code of British Columbia Act and the Clayoquot Sound Scientific Panel Recommendations.

A resident of Hillcrest Road, a forest service road near Lake Cowichan village on Vancouver Island, complained that the road was not adequately maintained by the South Island Forest District and industrial users during the winter of 1996-97. The resident maintained that this had resulted in unsafe conditions for those living on the road. He asked that the road be graded before and after every timber sale and that the Ministry of Transportation and Highways take over responsibility for maintaining the road.

This report concludes the Forest Practices Board’s special investigation of the state of forest development planning in the Queen Charlotte Islands Forest District between June 15, 1995 and February 15, 1996. The report also deals with a complaint from the Haida Forestry Branch, which led to the special investigation. The Haida's complaint asserts that contraventions of the Code resulted in a failure to provide adequate opportunity for the Council of the Haida Nation to be sufficiently consulted, or to have adequate time for appropriate review and comment.

The audit examined all aspects of the district’s forest planning and practices in the SBFEP for the period of May 1, 1996, to June 30, 1997. The audit assessed compliance with the Forest Practices Code of British Columbia Act and related regulations (the Code).This audit included a complete examination of operational plans, including all aspects of the forest development plan, silviculture prescriptions, logging and fire preparedness plans. It also included a complete examination of forest practices including timber harvesting, silviculture, fire protection, and road construction, maintenance, and deactivation.
